Is Stephen Miller the architect of the current Trump administration policies?

This rhetoric was common to the fears spread by the fascist governments of 30's and 40's. Find a group to blame for some perceived injustice to another group.

His close relationship with Trump allows him to wield considerable power, making him a controversial yet essential player in the political landscape.
His significant contributions to immigration policy, national security, and the overall messaging strategy of the administration underscore his role as the key architect in shaping the direction of Trump's presidency.
Understanding and admitting to Miller's influence provides insight into the implications of the policies that are emerging during this Trump administration.
It's clear that Stephen Miller's fingerprints can be seen across a wide range of policies that will have lasting impacts on American society. Including his militaristic views on control of the civilian population by agencies of the Federal Government which are viewed by many as facist and illegal. Whether he is viewed as the architect of a necessary overhaul of government policies or as a controversial right wing radical figure whose ideas contributed to a more divided nation, Miller's role will be defined by the results.
Is he trying to be like the rejected figures of the last century who created chaos by dividing populations into tribes of conflict, only because of the rise in popularity of nationalism?
